Zakona o javnoj nabavi (NN 120/16) s obzirom da je predmet nabave velike vrijednosti podijeljen na više grupa, a procijenjena vrijednost pojedine grupe predmeta nabave manja je od pragova za primjenu Zakona o javnoj nabavi i procijenjena vrijednost grupa D, E), F), G), H) i J) ne prelazi 20 % ukupne procijenjene vrijednosti svih grupa predmeta nabave.
